What must a restaurant bill in Delhi carry?
A Delhi tax invoice opens with the restaurant’s name and address and a GSTIN beginning 07. Its serial runs on consecutively and never repeats in a financial year. Each item carries its value, the SAC code for restaurant service is 996331, and a standard bill adds CGST and SGST at 2.5% each, with place of supply 07-Delhi. The FSSAI number, 14 digits, goes on too.
Across the border the codes change. Gurugram is in Haryana (06) and Noida and Ghaziabad are in Uttar Pradesh (09), so an outlet there registers in that state and its bills carry that code, wherever its owner lives.
Which licences does a Delhi restaurant need?
Most need these, each from its own office. Take it as a list to plan with, not legal advice:
- FSSAI registration or licence, by turnover.
- A health trade licence from the Municipal Corporation of Delhi, or from the New Delhi Municipal Council in its area, which takes in Connaught Place and Khan Market.
- Registration under the Delhi Shops and Establishments Act, 1954.
- A fire safety certificate from the Delhi Fire Service, where the premises’ size calls for one.
- For a bar, a licence from Delhi’s excise department.
Why might an older Delhi licence name another corporation?
Until 22 May 2022 Delhi had three municipal corporations, East, North and South. That day they became one Municipal Corporation of Delhi, whose online portal now has the health trade licence for eating houses.
Why is Delhi on the waitlist?
Because CountStand refuses to guess another state’s rules. At launch it holds the rules for three states, Gujarat, Maharashtra and Karnataka, and invitations go to restaurants there. Delhi’s are not written into it yet, so a Delhi restaurant that applies joins the waitlist. We will write when Delhi opens; there is no date yet.

The New Delhi Municipal Council, which covers Connaught Place and Khan Market. Most of the rest of the city is under the Municipal Corporation of Delhi.
Most standalone restaurants charge 5% without input tax credit: 2.5% CGST and 2.5% SGST. Some hotel restaurants charge a different rate, so check with your accountant.
