Is this the same as a central kitchen?

Why does a transfer need a receiving step?

Because a transfer recorded only by the sender is a guess about the other kitchen. If twenty kilos leave and eighteen arrive, or a crate is miscounted at dispatch, both counts go wrong together, and every reorder after that is made against a number that was never true.

So the outlet the stock was sent to confirms what arrived, and both counts move only then, at the door, while someone can still weigh the crate.

Can I move stock between outlets today?

Yes, on Multi, by invitation. A transfer needs a second outlet, so the transfer screens appear when an organisation has more than one. Single is for one outlet, so it has no transfers.
